Data governance is a key factor for state and private sector institutions. They must manage and use data to make strategic decisions. Data governance is fundamental as it guides each of the data management functions and includes the responsibility of legislative functions, judicial functions and executive functions. This paper conducts a systematic literature review to find the main issues for data governance in higher education, then answers three questions related to data governance mechanisms, success factors, and difficulties in creating a data governance unit. It ends with the proposal of a comprehensive data governance framework adapted to the context of higher education.
